How big are the chances of becoming a celebrity?

I was just wondering, how big of a chance is it for someone to become a celebrity/famous? There are a lot of celebrities out there, so I am guessing the chance isnt too small if you work hard at it. I guess it depends on how hard you work? Because there are celebrities in all ages out there, so I was just wondering because people say that it can be 1 in 1000, is that true? Thanks
